Critical Intervention Services is a Clearwater, Florida-based company that provides a range of protection and investigative services to businesses, governments, and individuals in Florida and throughout the world. New Patrol Cars

April 11, 2008 - Critical Interventions services has added Dodge Chargers to its fleet of patrol cars. The fleet will now consist of Ford LTD patrol units and Dodge Chargers equipped with police packages.

March 27, 2008 - The Florida Association of Security Companies (FASCO) has appointed K.C. Poulin as Vice President. FASCO represents member security agencies in the fight to continuously improve the professionalism of the contract security industry. FASCO has been instrumental in progressing legislation with the assistance of a lobbyist that provides protection to the industry and improves the professionalism.

Private Security Legislation

February 04, 2008 - The Florida Association of Security Companies (FASCO) has presented significant new legislation for the industry. The Detain and Hold bill will grant new statutory authority for the licensed security officer who is in uniform and on duty, to detain and hold for law enforcement suspects engaged in criminal activity on the property of their client. The proposed legislation also allows for a limited search to determine if the suspect is armed.

The detain and hold authority would be optional and each company could decide if it wants to offer the service or not.

The language requires that law enforcement be contacted ASAP and that the suspect be turned over to the responding officer for disposition. It has the approval of the Florida Sheriff's Association.

The legislation greatly increases the level of professional services private security can offer to clients and would be a major step in establishing closer coordination between private security and the law enforcement community. It is considered to be a significant advancement in the operational capabilities of private security involvement in homeland security functions.

Terri Wonder, Ph.D. Lectures at the US Army Annual Anti-Terrorism Conference

January 31, 2008 - Dr. Terri K. Wonder, Critical Intervention Services (CIS) Special Projects Analyst, attended the five-day conference held at the Shades of Green Resort in Lake Buena Vista, FL on January 28, 2008 - February 1, 2008.

Dr. Wonder's lecture titled, "MOSQUE COUPS: Threat Force Indicators for Tactical-Level Antiterrorism", was so well received, that she was asked to draft an essay on the research for publication in the MILB.

Upon her return, Dr. Wonder commented:

"My lecture and show about mosque coups went over very well with the audience. A brigadier general approached me afterward and complimented me on the sheer originality and precision of my research about mosque coups and their role in the development of latent insurgencies.

Another academic speaker who was slated to speak about religious war cancelled her visit, so I was asked to speak in another open block of time.

One of the more interesting lectures was about Walt Disney World security and liaisoning with the JTTF and other agencies. I also attended a truly excellent lecture about food security and force protection. Some of the technology lectures about IED detection devices were rather educational, too. In addition, I learned quite a lot from another lecture on threat assessment methodologies for bio-chemical protection."

CIS Celebrates 15 years

February 12, 2007 - Critical Intervention Services celebrated its 15-year anniversary. Fifteen years ago our goal was to create an organization composed of some of the best practitioners in the industry and make a difference for the people, communities and organizations we serve. After 15 years of hard work, we take a moment to look back at the progress we have made and acknowledge those who have helped us accomplish our dream. We would like to thank all of those who have aided in making CIS what it is today.


On December 17, 2006 KC Poulin, Tim O'Rourke, and Craig Gundry hosted a celebration dinner to commemorate individuals who have played key roles in the success of CIS over the past 15 years. Thanking first the officers in the field whom define CIS every day by there service, Mr. Poulin opened the evening with how their constant valor has formed this organization and made it the best of the best in this industry.

SSgt. Will Holcomb Has Been Selected as the Recipient of the John M. Russi Award

12/08/05 - SSgt. Will Holcomb has been selected as the recipient of the John M. Russi Award presented by Florida Association of Security Companies (FASCO) for his contribution to moving legislation which now enables qualified Florida G licensed security officers to carry a 9mm as approved by their agency.

At the December 8th State Security Advisory Committee (PRIASC) meeting in Orlando, he made the following remarks.

“There is no other country in the world where an average Joe, like me or like you, can get a law changed like this. Like my Dad once said, don’t let not knowing how keep you from trying."

Press Release on Officer Involved Shooting November 29, 2005

11/29/05 - Officer Pablo Feliciano has been working in the security field since 2002. Officer Feliciano passed an extensive background and intense psychological screening prior to being hired. During his weapons training, he scored 239 out of a possible 240 points.

Officer Feliciano came to work for CIS in October 2005. According to his supervisors and fellow officers, Pablo is a caring and outstanding professional. Officer Feliciano recently returned from south Florida where he quickly volunteered for deployment to assist in the areas that had been devastated by Hurricane Wilma.

The Critical Intervention Services family fully supports Officer Feliciano and will provide him with whatever resources he needs to see him through this difficult time. Officer Feliciano has been placed on temporary paid administrative leave.

UPDATE: 2006 - The State Attorney rules that was a justifiable shooting.


Executive Vice President Tim O'Rourke Appointed as Advisory Council Member to Department of Agriculture and Consumer Services

10/06/05 - Florida Department of Agriculture and Consumer Services has appointed Excecutive Vice President Tim O'Rourke to the Private Investigation, Recovery, and Security Advisory Council. This appointment authorizes Mr. O'Rourke to make recommendations to the Department of Agriculture and Consumer Services on matters relative to the regulation of the private investigative, private security, and recovery industries.


CIS President and CEO Appointed To Board of Directors For IFPO

10/05/2005 - International Foundation for Protection Officers (IFPO) appointed K.C. Poulin to the Board of Directors. IFPO was established as a non-profit organization in January 1988 for the purpose of facilitating the training and certification needs of protection officers and security supervisors/managers from both the commercial and proprietary sectors.

New Documentary on Training Anti-Terrorism Officers Released

01/06/05 - A new documentary on Anti-Terrorism Officer training has been released. It follows the strenuous 245 hours of training as a new force of Anti-Terrorism Officers (ATO) prepare to deploy to critical infrastructure sites such as energy plants, chemical facilities, and sea ports.

CIS Officer Selected as Official Greeter to the President For His Arrival in St. Pete

10/22/04 - CIS Officer Chip Collins was selected by the White House to be the official volunteer greeter to President Bush when he arrives at St. Petersburg Clearwater Airport on Friday, October 22, 2004. The nomination to be a part of this honorable event came from the Clearwater Police Department in connection with Officer Collins work as a volunteer for that agency for the last two years.

11/05/04 - A new book focusing on creating innovative approaches to crime control, reducing the level of victimization, and elevating the quality of life within high crime communities has been released November 5, 2004. The book, titled The Prevention Agency: A Public Safety Model for High Crime Communities in the 21st Century, is written by CIS President KC Poulin and Dr. Charles Nemeth of California University of Pennsylvania.

New CCBPI Book Released July 9, 2004

Christopher Neidrich's Funeral

7/02/04 - On July 1, 2004, we laid our brother to rest. The service was held at Our Lady of Lourdes in Dunedin, Florida.

06/10/04 - A memorial fund has been established to benefit the children of fallen CIS officers. Individuals that wish to contribute to the memorial fund should make a check out to: CIS Survivors Benefit Fund.
