| As an alternative to conventional security guards, CIS Anti-Terrorism Officers (ATOs) provide an advanced level of protection at high threat facilities. In 2000, CIS President KC Poulin worked with the citizens of Onarga, Illinois to erect a new headstone and monument to a forgotten hero of the Civil War, Timothy Webster. Webster was an operative of the Pinkerton Detective Agency who was executed by Confederate forces as a spy. | ||||||||||||||||||
