Critical Intervention Services is currently seeking qualified candidates for Anti-Terrorism Officer assignments in the Tampa Bay area. Training and certification will be provided for all selected candidates. Current assignments involve the protection of infrastructure-essential facilities in Hillsborough County and Polk County.

CIS Anti-Terrorism Officers (ATOs)

Few security officers outside of the government community have the training or experience to effectively prevent and respond to threats associated with terrorism and organized violence. As a source of security risk, terrorism is unique and the methods used by terrorists require that security personnel receive specialized training, equipment, planning support, and tactical supervision. To address this need for security officers with specialized anti-terrorist capabilities, CIS created the Anti-Terrorism Officer program.

CIS Anti-Terrorism Officers (ATOs) are Special Services Group* personnel that have been specially selected and trained for employment in situations where terrorism is a critical threat.

Examples of typical ATO assignments include:

* Protection of airports and seaports

* Security of power plants, water treatment facilities, and other critical infrastructure-related facilities

* Protection of chemical plants and ships carrying hazardous cargo

* Protection of office buildings, military bases, news media buildings, and other critical commercial and government facilities during periods of increased terrorism alert

ATO Qualifications

The following personnel qualification and selection guidelines are used to identify ATO candidates.

1. The ATO candidate must first complete CIS SSG officer requirements, including:

1.1 Pre-Employment Screening

1.2 Orientation

1.3 Probationary Period

NOTE: Waivers for the probationary period may be granted to newly hired officers if the officer possesses unique skills valuable to the ATO project or if the ATO recruitment quota requires expedition. All waivers for ATO candidate eligibility requirements require the approval of the Vice President of Uniformed Services and the Vice President of Special Projects.

2. The ATO candidate must have no history of serious disciplinary offenses while employed by CIS or previous companies.

3. The ATO candidate must have prior military experience with honorable discharge, or must meet both of the following criteria:

A. Must provide documented proof of training in the use of the M16/M4/AR15 weapon system.

B. Must possess a specialized skill useful in ATO operations.

4. The ATO candidate must be willing to sign a 1-year employment contract that stipulates hourly bonus, recruitment bonus (if applicable), training requirements, and penalties for early termination or re-assignment.

5. The ATO candidate must be willing to complete all mandatory ATO training, including initial certification training and periodic in-service training.

6. The ATO candidate must be height/weight proportionate and in good physical condition.

Preferential Qualifications

Individuals that possess the following qualifications are given priority status for ATO candidate selection.

* Demonstrated observational skills & discretionary judgment capabilities
All ATOs are expected to possess excellent observational skills and judgment capabilities. Officers with demonstrated qualities are given high priority.

* Former Military Police experience (any branch)

* Former military or police EOD training or experience

* Former HAZMAT training or experience

* Previous military force protection training

* Prior completion of the S2 ATO program

* Documented training in any of the following areas:

* Bomb Search and Identification
* Chemical/Biological/HAZMAT Incident Response
* Close Quarters Battle / Urban Combat Tactics / MOUT
* Military or civilian long range marksmanship
* X-Ray imagery interpretation/K9 handling/etc

ATO Training & Certification

All ATO candidates must complete a five-part training and testing process to be awarded the certification of CIS Anti-Terrorism Officer. The following paragraphs describe the ATO certification process.

1. Basic ATO Training (16-Hours)

All ATO candidates are first required to complete the 16-hour Anti-Terrorism Officer course, presented at the S2 Safety & Intelligence Institute. The S2 Anti-terrorism Officer program addresses the following subjects:

• Introduction to Terrorism
• Dynamics of Terrorist Attacks
• Protective Counterintelligence/OPSEC
• Bomb Search Procedures
• Entry Point Screening
• Bomb Incident Response
• Mail Screening
• CB Terrorism
• CB Response (Pre-Release)
• CB Response (Post-Release)
• Basic Site Specific Planning

Upon completion of the two-day class, the candidate must complete a 50-question examination with a score of 80% or higher. The closed-book examination must be supervised in the classroom by an S2 instructor.

2. Search & Response Training (8-Hours)

In addition to the two-day ATO class, all ATO candidates must complete an additional 8 hours of hands-on training in bomb search procedures and incident response. This session includes several search and response exercises that must be completed satisfactorily.

Training focus during this extension class includes:

• Building/Facility Search Procedures
• Vehicle Search Procedures
• Response to Potential Hazardous Device Deliveries
• Shelter-In-Place
• Emergency Decontamination

3. ATO Standard Operating Procedures (SOP) Orientation

All ATO candidates will be required to attend a three-hour ATO SOP orientation. This class will cover specific administrative and operational issues associated with CIS Anti-Terrorism Officer operations. Upon completion of the SOP orientation, ATO candidates will complete a short quiz to evaluate their retention of important SOP guidelines.

4. FEMA Emergency Response to Terrorism Self-Study Course (8-Hours)

All ATO candidates must complete the FEMA Emergency Response to Terrorism Self-Study course. This course will be conducted on the student’s time and the test must be completed and submitted to FEMA for certification.

5. Advanced Weapon Qualification (8-Hours)

All ATOs are expected to maintain above-average proficiency in the use of their assigned weapon systems. All ATOs will complete one day of advanced weapon training and re-qualification by the S2 Safety & Intelligence Institute. This qualification course will include skill in the use of standard issue sidearm and the AR15 rifle.

In addition to qualification during daylight, all ATOs are trained in use of the AR15 rifle at night. This training includes tactical target engagement while using night vision goggles in conjunction with the EOTech holographic sight and infrared laser.

NOTE: ATO candidates without prior military experience must demonstrate competency in the use of the AR15/M16/M4 weapon system prior to attending this class. If the candidate is not familiar with the AR15 weapon system, a special preparatory class may be scheduled to ensure that the student possesses the weapon handling and marksmanship skills required to complete the qualification course.

Once all five certification requirements have been met, the candidate will be awarded the certification of CIS Anti-Terrorism Officer (ATO).
