Craig S. Gundry is our Senior Partner and Chief Security Strategist, a security consultant specializing in physical security design, managing risks of mass homicide (e.g., terrorism, active shooter violence, etc.), and crime prevention through environmental design (CPTED). During his 25-year tenure with CIS, Craig has served as the architect of many of the company’s flagship risk management programs, including the Guardian SafeSchool Program®, the Anti-Terrorism Officer Division, and the Guardian SafeWorkplace Program™. As a designated Florida CPTED Practitioner (FCP), he has directed hundreds of CPTED assessments of Florida multifamily properties under Fla. Stat. § 768.0706 and serves as a board member of the Florida Design Out Crime Association (FLDOCA).
As a consultant, Craig has provided expert assistance to a diverse range of schools, colleges, corporations, non-profit organizations, and government agencies. His clients include the American Automobile Association, Carpenter Technology Corp, CF Industries, Corinthia Hotels, European Central Bank, European Commission, European External Action Service, European Parliament, Florida Blue/GuideWell, Highway Transport, Nashville General Hospital, Northrop Grumman, Organization for Security and Cooperation in Europe, TECO Energy, U.S. Department of Justice, and U.S. Department of Defense.
Craig is court-approved as an expert witness on school security, active shooter response, physical security, risk management, and emergency management, and served as a technical committee member for the revision of ASIS International’s WVPI-2020/AA Workplace Violence and Active Assailant standard.
Craig is the lead instructor for the S2 Institute’s Anti-Terrorism Officer course and advanced seminars on security risk assessment, active shooter preparations, physical security, and emergency response planning. His previous students include over 5,000 security and public safety professionals from over 70 nations. He also lectures on security topics for John Jay College of Criminal Justice and presents PSP® exam preparation courses for ASIS International. Craig is also a TEDx presenter and frequent speaker at conferences on topics related to CPTED, Florida Statute 768.0706, terrorism, and mitigating risks of active shooter violence.
Craig is a board-certified Physical Security Professional® (PSP) through ASIS International and possesses additional certifications including Certified Anti-Terrorism Officer (cATO®), Florida Crime Prevention Through Environmental Design Practitioner (FCP), and Certified Protection Specialist (CPS).

Overall direction of Security & Safety Department activities for a special events catering company with nine facilities throughout the Baltimore-Washington area. Administered the activities of all security personnel, conducted risk assessments, developed a company-wide loss prevention program, and authored all security operations procedures.
Sergeant (E5), Cavalry Scout (PMOS 19D) — United States Army (1986–1990)
Supervised personnel engaged in ground reconnaissance activities, counseled unit leaders on the use of intelligence products, and trained personnel at the unit level in various tactical skill areas. Served as primary instructor for demolitions and engineering-related tasks, and assisted the 5th ID G-2 staff in conducting vulnerability assessments of Tactical Operations Centers by performing the role of a terrorist (“Red Team”). Returned to service for six months during Operation Desert Storm, assigned to Anti-Terrorism and Force Protection (ATFP) operations in support of the 18th MP Brigade.
Florida Stat. 768.0706 CPTED Assessment Program (2023–Present) — Designed and developed a program for compliance verification and CPTED assessment of multifamily properties to assist clients in complying with the requirements of Fla. Stat. § 768.0706. The project entailed development of a standardized assessment methodology, proprietary report production and quality-assurance infrastructure, and training nine consultants in the CIS methodology for 768.0706-related projects.
HB837Training.com (2025) — Supervised the development of a new learning management system for delivering video-based ‘Proper Crime Deterrence and Safety Training’ as required by Fla. Stat. § 768.0706(2)(c). In addition to designing the LMS infrastructure, served as the program’s instructor. As of July 2026, over 1,700 multifamily property employees have completed the program.
S2 Online Academy 2022 Update (2021) — Supervised the redesign and rebuilding of the S2 Online Academy’s distance learning system, including redesign of the S2 Institute web site, development of a new video-based student and learning management system, and production and editing of over 30 hours of new training videos on school security and protecting facilities against terrorist attack.
Technical Committee Member, WVPI-2020/AA (2018–2021) — Served as a technical committee member for the revision of the ASIS/SHRM WVP.1-2011 Workplace Violence Prevention and Intervention ANSI Standard, providing expert review and recommendations on facility preparation and security measures for mitigating risks of active shooter violence.
Guardian SafeSchool Program® Standards (2019) — Authored the Guardian SafeSchool Program® Standards, criteria for recognizing schools that have implemented effective measures toward mitigating critical security vulnerabilities contributing to risks of targeted violence. In 2021, North Cobb Christian School became the first school in the United States to comply with all requirements of the Standards.
Proactive Risk Management Program for Multi-Family Properties (2019) — Architect of an enterprise-level risk management program focused on reducing crime and premises liability in multi-family residential communities, encompassing prioritization of properties based on risk metrics, physical assessment for conditions contributing to crime and premises liability (social and physical disorder, CPTED, physical security deficiencies, management practices), reporting, and compliance management.
European Commission Security Risk Methodology (2016) — Assisted the European Commission in improving its internal methodology for assessing security risk and physical security vulnerability, including training 31 security and threat management professionals from EU institutions (European Commission, EEAS, European Council, European Parliament) in Brussels on risk assessment methodology, advanced physical security planning, and vulnerability assessment.
Active Shooter/MTFA Seminar Series (2016) — Developed and presented a new one-day seminar on facility security planning, physical security design, and response for active shooter/Marauding Terrorist Firearms Attacks (MTFA), presented in the United States, Brussels, London, and Stockholm.
IACSP Certified Anti-Terrorism Officer (cATO®) Certification Program (2016) — Lead Subject Matter Expert for the International Association of Counterterrorism and Security Professionals in development of the exam-based cATO® professional certification.
NERC CIP-14 Risk Assessment Methodology (2015) — Designed and developed a system for security vulnerability assessment of critical power generation and transmission facilities for compliance with the NERC CIP-14 Standard, including risk and security vulnerability assessments of TECO Energy power stations and design of improved physical security measures for mitigating sabotage risks.
Guardian SafeWorkplace Program™ (2015) — Lead architect of the CIS Guardian SafeWorkplace Program™, an integrated, multi-layered, performance-based strategy for managing risks of mass homicide in workplace environments: workplace violence prevention and intervention policies, corporate threat assessment programs, performance-based physical security and egress design, emergency response plans and communications infrastructure, and training for employees and special groups.
Guardian SafeSchool Consultant Certification Course (2015) — Developed a four-day consultant’s certification course and project management infrastructure to support Guardian SafeSchool consulting projects, including a project toolkit of over 1,000 pages of survey checklists, project management forms, analysis tools, correspondence templates, model plans and procedures, and instructional modules.
Guardian SafeSchool Program® (2013) — Lead architect of the CIS Guardian SafeSchool Program®, a holistic program for protecting schools against targeted violence integrating procedural evaluation and improvement, performance-based physical security design, School Protection Officers (SPOs), communications support, crisis response support, threat assessment program development, and faculty training. Peer reviewed by John Jay College of Criminal Justice in 2014 as a “model for school security nationwide.” Client examples include Academy of the Holy Names, Admiral Farragut Academy, Clearwater Central Catholic High School, Florida College, Hillel Academy, Newtown Public Schools, Shorecrest Preparatory School, The Diocese of St. Petersburg, and The College of New Rochelle.
Critical Incident Command and Documentation System — CICADa (2013) — Designed and supervised development of the CICADa emergency management and mass communications system, providing CIS operators with facility-specific, step-by-step guidelines for managing emergency calls and prioritizing response tasks in addition to mass notification capabilities.
2012 Republican National Convention — Senior operations planner for CIS deployment activities.
Anti-Terrorism and Facility Security Program, Ministry of Interior of Iraq (2010) — Senior project manager and curriculum designer for the anti-terrorism and facility security train-the-trainer program developed for the Baghdad Police College under contract by US CENTCOM/ITAM-Police, encompassing a three-week security training program, instructional materials for future Arabic-language instructors, and an on-site training mission in Baghdad.
Emergency Deployment Information and Command Tracking System — EDICTS (2006) — System architect and project manager for the CIS EDICTS system, tracking real-time status of deployments, sites, personnel, intelligence, infrastructure status, and logistics during large-scale regional deployments for natural disasters, labor disputes, and special events.
Hurricane Operations (2005) — Logistics and intelligence coordinator for CIS operations during Hurricanes Katrina, Wilma, and Rita, supervising support for over 100 personnel deployed in three states with limited infrastructure.
S2 Online Academy (2004) — Project manager, instructional designer, senior graphic designer, and instructor for the S2 Online Academy, designing a proprietary learning management system from concept through completion.
Suspicious Activity Tracking and Analysis System — SATAS (2004) — Project manager/architect for SATAS, a proprietary information system for documenting and analyzing trends of suspicious activity indicative of terrorist intelligence collection. Prior to the development of the Nationwide Suspicious Activity Reporting (SAR) Initiative, SATAS was studied as a model for developing similar systems by organizations including the US Coast Guard and Ras Laffan Industrial City (Doha, Qatar).
S2 Assessing Terrorism Related Risk (ATRR) Workshop (2004) — Developed the four-day ATRR Workshop, recognized in 2005 as the only private course recommended by the U.S. Department of Justice as a resource for terrorism-related risk assessment training in the United States. In 2015, the ATRR risk assessment methodology was adopted by the European Commission and the European External Action Service.
CIS Anti-Terrorism Officer (ATO) & Critical Infrastructure Protection Program (2003) — Project manager/architect for the CIS ATO program: doctrinal conception and definition, authorship of all ATO training manuals and Standard Operating Procedures, ATO Table of Equipment design, and support infrastructure. Primary instructor for the ATO three-day academic and search training component from 2003 to 2019. In 2005, the program was evaluated by the US Government Accountability Office (GAO) as a model for critical infrastructure protection.
AIChE CCPS Security Vulnerability Assessment Methodology (2002) — Provided expert advice and peer review for the development of the AIChE Center for Chemical Process Safety’s Security Vulnerability Assessment (CCPS SVA) Methodology.
Bomb Countermeasures for Security Professionals — BCSP (1999) — Authored, designed, and produced a 14-hour advanced-level computer-based training program. By 2005, the BCSP CD-ROM v2.0 was in use with over 200 government agencies and private organizations worldwide, and a course based on it was adopted as part of Executive Security International’s Advanced Executive Protection Professional Program curriculum.
John & Mary Castillo v. STEM School Highlands Ranch (2022–2023), Case No. 2021CV030323, District Court, County of Douglas, State of Colorado — Provided case analysis, a report for the court, and deposition opining on a range of topics related to a 2019 school shooting.
Nancy Varn v. Madison County Sheriff’s Office (2022), Case No. 2020CA02, Circuit Court of the Third Judicial Circuit in and for Madison County, Florida — Provided case analysis and testimony in a case focusing on active shooter response training.
Plants of Ruskin, Inc. v. Department of Health, Office of Compassionate Use (2016), Case No. 17-00016, State of Florida, Division of Administrative Hearings — Provided comparative analysis of security plans submitted by competing license applicants, prepared a report for the court detailing the analysis, and testified in deposition and trial.
